Web Developer to work at Hill AFB, Ogden, UT

Rylex has a full time position for a Web DEVELOPER at Hill AFB, Ogden Utah. The individual will support the 508 Air Sustainment Wing.

Secret Clearance (or the ability to qualify for SECRET Clearance immediately) is REQUIRED.


Individual will be proficiant with the following: Air Force Portan Integration, Web Content, Link Maintenance, Configuration Management, Web Security, Communications, and Network Administration,and have an expertise in: DoD, Air Force, AFMC architectures, policies, and standards including the Global Combat Support Systems (GCSS) architecture.

Indivdiual will be proficiant with the latest versions of software used in web and database development (php, general html, .net, framework, SQL, Oracle, Visual Basic, and java scripting). Responsible for maintaining product familiarity and concurrency with web and database development and sustainment for exisiting and future web enabled applications.


Additional Responsiblities include (but is not limited to):

1) Development and maintenance of internet/intranet web sites, Air Force Portal ingetration, web content, link maintenance, configuration management, web security, communications and network administration.

2) Review and research customer requirements and make appropriate written recommendations to IT Supervisor. Include required resources and timeline for implementation. Follow NSA, Air Force, DoD or other recommended web security practices. All databases shall be reviewed for portfolio management, tracking prior to any new development taking place.

3) Participate in all phases of software development with emphasis on anyalysis, coding, testing, documentation and acceptance phases. Individual is responsible for defining, analyzing system requirements, developing design specifications, translating specifications into programming lgoci, and completing developmental testing.

4) Provide technical leadership to develop solutions for engineering studies and client/server or internet/intranet applications, systems engineering, systems integration, software engineering, architectural design, structured anaylysis, and obhect oriented principles and tool suites.

5) Demonstrate expertise in DoD, Air Force,and AFMC architectures, policies and standards, including the Global Combat Support Systems (GCSS) architecture.

6) Be Proficient using Structured Query Language (SQL) and Oracle Database Administration.

Air Force Training and Education Test Administrator

BASE TRAINING AND EDUCATION SERVICES TEST ADMINISTRATOR

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force mandatory Career Development Course Exams and voluntary off-duty education program to include the Defense Activity for Non-Traditional Education Support (DANTES), Air Force Institute of Distributed Learning (AFIADL) testing programs and other tests as required.

2. PERIOD OF PERFORMANCE: Contract start date is 01 Oct 2006 through 30 Sep 2007. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity.

3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is highly desirable. Knowledge of/experience with standardized educational or military testing programs is desirable. Knowledge of/experience with education programs and familiarity with computers, INTERNET, Microsoft XP, Microsoft Word, PowerPoint, and Excel desirable. Applicant must obtain a Dunn & Bradstreet number prior to registering as a government contractor. Resumes and transcripts shall be submitted with bid packages to the base contracting office.

4. WORK HOURS/DAYS: The government will determine the number of units (scheduled appointments for at least five (5) but no more than fifteen (15) authorized examinees for the services identified in this Statement of Work) required each week and will notify the contractor with the intended schedule no later than 14 days prior to the designated work unit. Authorized examinees who may be tested include active duty military, dependents of active duty U.S. military personnel; DOD, NAF and DOD civilians, and US military retirees, plus adult dependents of same. In addition, each unit will include testing and applicable administrative time. The contractor will be on an on-call basis. A minimum of five examinees must be scheduled by the BTES prior to initiating a call for service. Normally a maximum of 2 units will be performed in one calendar day for a maximum of four (4) – six (6) units per week. Units will generally be scheduled on separate days (preferably Monday through Thursday). The Test Administrator is responsible for checking the AFAEMS test log 24 hours in advance of each scheduled test session to insure five examinees have signed up. If a scheduled test session must be canceled due to emergency, a 24-hour notification prior to the start of the session must be provided by the test administrator to allow time to contact and reschedule those registered. It is estimated that four (4) – six (6) units will be required per week and that each unit will require approximately 4 hours. Units will not be worked on federal holidays or when BTES is closed or outside the normal work hours of 0800-1600 M-F. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. Ideally, three morning sessions and two to three afternoon sessions will be scheduled each week, depending on testing demand. Contractor will arrive at least 15 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least 2 weeks in advance. Tests are not scheduled on Federal holidays or when neither the TCO nor the ATCO is available during testing.

5. GUIDELINES: Provisions of AFI-36-2306, AFIADL Catalog and the DANTES Examination Program Handbook apply.

6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS:

a. Listing Of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.

b. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.

c. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

d. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

e. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Davis-Monthan AFB AZ.

g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

h. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

i. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

j. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge.

k. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

(1) The contractor shall immediately report to the BTES Flight Chief any occurrences of lost or duplicated keys.

(2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

(3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

l. Lock Combinations. (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.





7. SPECIAL REQUIREMENTS:

a. Contractor must inform the BTES Flight Chief of anticipated absence from a scheduled unit at least 24 hours prior to scheduled arrival. If desired, longer absences may be scheduled with the coordination of the BTES Flight Chief. Such absences should not exceed two weeks at a time or four weeks in one fiscal year. Extended absences will not be scheduled when quarterly reports are due or when either the Test Control Officer or his/her alternate is on scheduled leave or TDY.

b. Contractor must successfully complete (95% right) the Examination for DANTES Testing Personnel and DANTES Test Administrator’s Instructional Course within two weeks of assuming position.

c. In performance of contract requirements, contractor is authorized access to DANTES and AFIADL examinations and to the security container in which they are held.

d. Contractor must remain physically present during the entire test session unless relieved by an appropriate authority.

8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.

9. SPECIFIC TASKS: The Test Administrator is responsible for administering the following categories of tests to eligible military and civilian personnel and their dependents as authorized by DANTES, AFIADL, ACC and local regulations (NOTE: additional tests may be added as needed):

a. All DANTES-approved examinations (to include but not be limited to): college entrance exams (ACT, SAT); tests for college credit (DSST, Excelsior, GRE Subject); and other DANTES professional certification exams both paper based and computerized tests.

b. All mandatory AFIADL Career Development Course Examinations, other AFIADL Course Examinations including all Professional Military Education courses, special courses, other services PMEs and courses.

c. Any tests specifically required by an education institution for admission or for course
enrollment, including placement tests.

d. Tests requested to be administered by eligible personnel, such as correspondence course
and qualification/certification exams, proctored tests from Online/distance learning college courses.

e. Any test required by the Air Force that is not normally administered through the local
military test control officer.

Other tests used in local advisement or guidance programs, to include career assessment
and interest inventories, as requested by the ESO.

NOTE: Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, TCO/ATCO instructions, proctored Exam guides to ensure no possibility of test compromise.

10. RELATED ADMINISTRATIVE TASKS: The following tasks are elements of performance in the non-personal services contract for which must be performed in conjunction with and in addition to the actual test administration.

a. Check room prior to testing to ensure proper spacing between desks and that adequate lighting, heat, and air exist. Ensure testing office and testing room are kept in a condition conducive to good test performance, and that an adequate circulation of fresh air is available.

b. Withdraw all paper test exams from safe prior to start of each test session. Start all computers for E-testing.

c. Require all examinees to present official picture identification before allowing them to test.

d. Check test materials for marks/missing pages before issuing them to students.

e. Maintain official test log for all tests, showing the individual’s name, SSN, test title and the start and stop times for all test intervals. Ensure each student signs this log upon receiving his/her test and that all entries are complete and legible.

f. Instruct all examinees at the beginning of each session as follows:

(1) To read carefully and follow instructions exactly as they are printed in the test booklet.

(2) To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.

g. Review each answer sheet as it is submitted by the examinee to ensure proper completion. Follow local guidelines on AFIADL E-Exams.

h. Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log.
i. Complete safe and test office security forms at close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe.

j. Lock the safes and testing office doors before leaving the testing office.

k. Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed by the contractor, except for the TCO/ATCO signature, prior to final check and sealing by the TCO/ATCO. Mail all test documents within 48 hours of testing.

l. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.

m. Check DANTES exams upon receipt and enter test, serial and part numbers on the AFAEMS Test Inventory, ensuring that entries are made no later than the first duty day after tests are received.

n. Inventory contents of the safes (accountable DANTES and AFIADL materials) each time they are opened. Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports.

o. Identify all newly arrived AFIADL CDC Course exam tests on the envelope, showing the name of the student, test identification number, date received, and expiration date. Enter all AFIADL tests into the AFAEMS test inventory in the established format. Contact the squadron training manager via e-mail of tests receipt and to schedule testing through BTES.

p. Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times based on prior usage patterns, student inputs and TCO recommendations.

q. Notify students when tests have arrived, first by e-mail and later by phone if needed.

r. Discard obsolete materials within 7 days of receipt of new publications and ensure dated exams are returned by expiration deadlines.

s. Maintain The DANTES Examination Program Handbook (DEPH), ensuring currency of all test instructions and policies.

t. Maintain a file of special order tests and handle all follow-up associated with these tests.

u. Maintain statistical data related to test administration as required by ESO and assist with reports and PowerPoint slides as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for semi-annual and annual reports.

v. Maintain all document and correspondence files in a neat and orderly manner. Separate files by calendar year. Contractor will be responsible for making file labels and setting up the file for each new calendar year.

w. Process all necessary paperwork required for optimum operation of testing program.

x. Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors.

Web Information Technology Support

Purpose
The Branch of Fire Management has a
recurring requirement for web information technology support and consulting
services. The contractor shall provide
the necessary skills, knowledge, abilities and resources to 1) perform
maintenance of websites 2) perform website enhancements and 3) perform photo
and graphic editing.

Scope of Work
Independently, and not as an agent of
the Government, the contractor shall be responsible for adhering to the Department
of the Interior's (DOI) and Fish and Wildlife Service's (FWS) IT policies,
regulations, and procedural guidelines.

Perform weekly updates and technical layout fixes to the FWS Fire
website at www.fws.gov/fire and the program specific FWS Fire intranet web
pages at https//:fii.fws.gov. Priority
will be given to the external internet site and policy updates on the intranet
pages, with secondary priority to other content on the intranet pages and other
interagency pages that may be worked on.
Work is to be performed on-site with the FWS Fire Management Branch
Program Leads using FWS equipment at the National Interagency Fire Center in
Boise, ID.

Will place content and/or assist Fire
Management Branch Program Leads with placing content on relevant web pages. Program leads are responsible for ensuring
current policy is posted on the web and/or provided to the web contractor for
posting. Will participate in maintaining
the website by adding and removing content and ensuring adequate links. Will prepare and load images to the FWS Image
Library at images.fws.gov and provide usable content to other FWS and
Interagency websites as time allows.

Will develop interactive website(s)
that can develop post wildfire recovery plans and archive and broadly disseminating
treatment effectiveness and monitoring technique results either by developing
new processes or linking to existing processes.
This would include both basic and dynamic page development incorporating
data capture, processing and display.

The contractor will provide
professional guidance and recommendations on development of specific user
guides and system manuals to assist other staff in utilizing Dreamweaver
software including documentation of critical recurring processes. In addition, the contractor will provide
basic training to staff on Dreamweaver and web page development and
maintenance, as needed.

Contractor will interface with: 1)
Fire Branch IT staff to ensure overall efficiency of web-based applications 2)
with Regional and National Outreach staff regarding internet -based outreach
infrastructure and 3) with the National Conservation and Training Center (NCTC)
web program leads as required.

The contractor will provide
troubleshooting and Help Desk type support to the Fire Management Branch
Program Leads and their delegated staff.
The contractor will work directly with the Fire Branch's Regional Office
(R9) IT staff to troubleshoot problems concerning web page development,
maintenance, software and hardware issues, security, accesses, coordination
with R9 IT personnel in Denver and WO, etc.

Must possess maintenance experience
and working knowledge of Macromedia Dreamweaver MX, JavaScript and HTML. Digital photo editing skills and basic graphic editing skills are also required.

Miscellaneous System Support
The contractor is responsible for ensuring the latest developments and strategies are reflected in deliverable products and/or services required by this contract. The contractor will provide
briefing papers on technical progress; problems encountered, and recommended
solutions as appropriate to Fire Management Branch Program Leads. Will manage
and organize feedback from site users and prepare user reports for the Outreach
Coordinator at monthly intervals.

System support also includes compliance with DOI milestone deployment and implementation schedules; therefore, the contractor shall promptly notify the COR and management whenever
encountering problems that have potential to disrupt milestones. Notifications must be in writing and include proposed solutions, as appropriate.

The contractor shall use best practices to update the Fire Management website:
  • Include the name and logo of the U.S. Fish andWildlife Service.
  • Follow basic common linking practices.
  • Use consistent color and fonts.
  • Ensure content is current based on input as needed from Program Leads.
  • Organize content appropriately forintended audiences, based on input as needed from Outreach Coordinator; ensurethere are no links from external "internet" to internal "intranet"sites.
  • Use basic common content,terminology, and placement; including NWCG policy.
  • Write in plain language.
  • Provide access to documents inappropriate file formats: PDF, MSWord,or other alternate formats.
  • Use consistent navigation.
  • Inform audiences of website changes.
  • Link to appropriate cross-agency portals.
  • Link to the FWS homepage from all pages.
  • Document and records management, storage, and retrieval.
  • Ensure consistency of content updateswithin internet and between internet and intranet.
The contractor will assist in identifying and requesting other appropriate sites to link to the FWS Fire pages.

Place of Performance
Work shall be performed onsite at the
Fish & Wildlife Service, National Interagency Fire Center, 3833 S.
Development Ave, Boise, ID 83705.

Work Hours
The contractor shall provide onsite web IT support services, between the hours of 8am and 5pm, Monday through Friday. Hours of work must be coordinated with the COR regarding start time after the date of the award.

The contractor will provide
approximately 40 hours of Web IT support each week, but actual hours may vary
week by week. Under no circumstances shall the cost of services exceed the amount stated on the contract for the first year's period of performance.

The contractor shall not enter the Government's facilities except during the hours identified above or unless authorized by the COR, who will also be present at the site.

Period of Performance: The contract
is effective for one (1) year from the date of award with two (2) one-year
options. Subject to availability of
funds not yet available, the Government reserves the right to extend the term
of the contract.

In the event that (1) no continuing resolution or permanent appropriation is in place at the outset of the new fiscal year or (2) funding appropriation lapses occur at any time during the
contract period, the COR may notify the contractor to stop all, or any part, of the work on the contractor.

Subcontractors: The contractor must obtain written consent to use subcontractors for any work covered by this contract. Subcontractors are subject to the general and/or special standards of responsibility as the primary contractor (FAR 9.104, Standards).
Requests to use subcontractor support must include justification, resume(s), description of services, and pricing proposal.

Security and System Access Requirements Affidavits of Nondisclosure
The Government will provide required identification badge(s) to enter FWS buildings.
In the event that work under this contract requires the contractor to gain access to contract sensitive and proprietary information of other companies, the contractor shall comply with FAR 9.505-4, Obtaining Access to Proprietary Information.

The contractor shall be subject to background investigation in accordance with 441 DM.

Reporting Requirements
The contractor shall provide written periodic progress reports, monthly performance reports, and progress review summaries consequential to meetings with management. The contractor will propose appropriate format for these and management reports for the COR's approval. The contractor shall also provide feedback to the COR using email, telephone, or personal visits (as appropriate).
